- 2018 · UNITED STATESCongress made slaughtering dogs and cats for food a federal crime in the 2018 Farm Bill. The original bill came from Rep. Vern Buchanan (R-FL) and Rep. Alcee Hastings (D-FL) (H.R. 6720 · 7 U.S.C. § 2160).
- 2020 · SHENZHENShenzhen became the first city in mainland China to ban eating dogs and cats. The city said pets “have established a much closer relationship with humans than all other animals” (Humane World for Animals).
- 2024 · SOUTH KOREAThe National Assembly voted 208–0 to end breeding, slaughtering and selling dogs for meat, enforced from 2027 (Korea Times).
- 2025 · JAKARTAIndonesia’s capital banned the dog and cat meat trade, citing rabies risk (Jakarta Provincial Government).

Is eating cats and dogs legal in the United States?
No. Since December 2018 it has been a federal crime to slaughter a dog or cat for human consumption, or to ship, sell or buy one for that purpose, with fines of up to $5,000 per violation (7 U.S.C. § 2160). It passed as part of the 2018 Farm Bill with sponsors from both parties.
Then why should Americans care?
Because the people ending this trade abroad ask for it. Humane World for Animals estimates that 30 million dogs and 10 million cats are still killed each year for meat, mostly in parts of Asia, and that most are stolen from homes and yards or snatched off the street (Humane World for Animals). Pressure from around the world helped every ban on this page pass.
